Kyra Hill, J.D., is the Center’s Lead Senior Staff Attorney for Climate Law & Policy. In addition to leading the Center’s new programmatic work focused on the intersection of climate change, health equity, and environmental justice, Kyra also provides legal technical assistance to public health professionals and advocates working on commercial tobacco control policies in California and throughout the United States. As part of the Center’s FDA project, she also closely monitors the federal regulation of tobacco products and works with state, Tribal, and national public health experts to identify opportunities to strengthen federal tobacco regulation. She also leads the Center’s work on developing and researching environmental policies relating to commercial tobacco products and tobacco product waste. Prior to joining the Public Health law Center, she worked as an environmental attorney in North Dakota, where she represented community groups and individuals impacted by oil and gas development. She also served as an Energy Fellow at the Green Energy Institute at Lewis & Clark Law School, as a law clerk in the Natural Resources and Environment Section of the California Attorney General’s office, and as a law clerk at Food & Water Watch in Washington, D.C.
